This is the rule that everyone has been worrying about. I had gotten an email telling me about what had been decided at LL Congress. This is the Regulation about the Mandatory Drafting of the 12 year olds. Please note, there are exceptions, and it only goes to District. With the approval of the BOD and of the Parents, the DA has to sign off, and if the BOD and the Parents agree that the 12 year old should stay in the minors, then the player will stay down. This is not going to be perfect, but it will take care of those first timers who have just come out to play for the first time their 12 year old year. This will also put some pressure on the managers to make sure that they are really evaluation the 12 years olds, instead snoozing during that time of the tryouts like I saw this year during some of Nat and NatSth tryouts. Not picking on any league, but you Managers know who you are. This is not going to be as horrible as I thought it waas going to be, not as pleasant as it could be, but not as horrible as I thought. ITEM 2 – AFFECTS REGULATION V – SELECTION OF PLAYERS – LITTLE LEAGUE BASEBALL AND SOFTBALL
The selection of players for the various teams within a league shall be in compliance with the Little League Draft Selection
System as detailed in the Operating Manual. NOTE: All candidates who are league age twelve (12) must be drafted to a Major
Division team. Exceptions can only be made with written approval from the District Administrator, and only if approved at the local league level by the Board of Directors and the parent of the candidate.
Intent of this proposed change: This regulation change would require that all 12-year-olds entering the draft process be
drafted onto a Major Division team, unless an exception (before the draft) is approved by the Charter Committee for that
individual. In the past, some managers have overlooked otherwise qualifi ed 12-year-old players in favor of a younger draft
choice, even though the 12-year-old might be the better player of the two for that season. Research has shown that participants
who are capable of playing in the Major Division at age 12, but who are kept in the Minor Division, are unlikely to continue in
the sport.
Delegation Vote: 316 Yes (68.55 percent) 142 No (30.8 percent) 3 Abstentions
Board Action: Approved for 2008 implementation
After the word INTENT that is just telling you why they thought it was neccessary, but they backed down a little by saying the Charter Committee had to get involved.
My emails to International have been answered with "their research shows that 12's drop if not drafted into the majors", and I asked them to show me that research and the research that showed how many players dropped when forced to play at a level that they were not ready for. I also asked for the amount of first time 12 year olds in the program, and told them that I was ready with my own stats any time they wanted them. They thanked me for that offer, and told me that they had not taken into consideration how many players dropped by being played at a level that they were not comfortable at.
I guess I reminded them that not all kids are the same. and maybe they need some of us on the front lines to help them call the shots.
