If I start a pitcher on Thurs. How many pitches can he throw and still be eligible to start on Sat.? The way I read it, he can throw 39 on Thurs. and go the full pitch count on Sat.

Dunno what LL is thinking... Last year's guidelines (four days rest) protected pitchers much better...

In the old or the new the protection of the pitcher still is the responsibility of the coaches and parents.
In the new you could throw 110 in three days with one day in between.
In the old I have seen coaches allow a pitcher to throw more than 100 in one game.
Pick your poison.

You said it Jerry! All the rules in the world don't relieve the coach of his/her responsibility to look out for the health of their players. You made the "right call."
