Here is a list of inane rules being proposed at the next LL Congress.
Just received a copy of the 2007 LL Congress Agenda announcement. There were 16 proposed agenda items for discussion and approval/disapproval. I'm not going to go into exhaustive details on them. In a nutshell, the items are:
1. Proposal to make the "continuous batting order" (all kids present at the game bat) mandatory for Minors and Tee Ball.
2. Proposal to make it mandatory to draft all 12s in Majors (with individual exceptions granted by the Charter Committee).
3. Proposal to mandate total re-draft every season instead of keeping tenured players.
4. Proposal to require 60% (vice current 50%) game participation to qualify for tournament play.
5. Proposal of a new "II(i)" waiver for players residing outside a league's boundaries and who don't meet II(d) or IV(h) requirements. If approved, the player WOULD qualify for tournament play. Once approved, the waiver is good for the player's LL career.
6. Proposal to use "coach" pitch down to Tee Ball level.
7. Proposal to mandate a five-run-per-inning limit in Minors.
8. Proposal to require a sub in Minors to bat once and play nine (vice current six) defensive outs before the starter can reenter.
9. Proposal to require a player in Minors to play three defensive outs in an infield position during the game.
10. Proposal to "freeze" league boundaries instead of using the 20,000 population limit. [This one makes no sense to me. I was initially told that LL would use the number of 11s and 12s that sign up to mandate whether or not a league has to split into two charters. Someone will have to explain this one to me.]
11. Proposal to penalize 7.13 violations (leaving base early) with an Out.
12. Same as 11, except violators are removed from the bases without an Out recorded (the "New and Improved Poof" rule).
13. Proposal to remove the BOD memberhip restriction of not more than than 50% managers/coaches.
14. Proposal to prohibit intentional walks in Minors.
15. Proposal to remove the prohibition of tournament manager/coach candidates from managing/coaching teams outside of LL during the regular season.
16. Proposal to allow a separate Tee Ball division for 4 year olds, or for 4-5s. If adopted, that division MUST use a Tee (cannot be "coach" pitch as listed in proposal 6).

I'm OK with this change.

This is ridiculous. I'm not into putting self-esteem ahead of competition. baseball is suppose to build character. Next they'll be saying lets not keep score.

No way too many long term friendships are born this way. Plus who wants to buy new colors every year.

I'm good with this if the exclude legitimate injuries from this requirement.

LOL alot of our minor games only go 3 innings. Lots of luck with this one.

Too many rules! This might help with daddy ball though.

I here they will be considering allowing the number of teams in a league before forcing a league to split.

Nah, stupid rule I think. They do use ot in LL softball though,

GOOD IDEA

BAD IDEA, SOME 12S CAN GET HURT IN MAJORS AND FRANKLY SOME 9 YEAR OLDS DESERVE TO BE THERE OVER SOME 12S

THATS TAKES THE FUN OUT OF BUILDING SOMETHING AND WILL ENCOURAGE SOME COACHES TO ABUSE SOME KIDS KNOWING THAT THEY WONT HAVE THEM NEXT YEAR.
IF YOU HAVE TO BUILD SOMETHING YOU WILL WORK HARDER TO MAKE IT A SUCCESS.

DIFFERENCE IS 2 GAMES DURING REGULAR 20 GAME SEASON SO NOT A BIG DEAL. BUT THEY COULD TRY AND UP IT LATER ON TO 70%. STILL FEEEL LIKE THEY ARE TRYING TO PUSH AWAY THEIR BETTER PLAYERS

AGAIN I DONT KNOW WHAT NEGATIVE EFFECTS THAT WILL HAVE. WILL BOD's CLOSE DOWN SIGN UPS AND REFUSE PAYERS IF THEY REACH THE MAXIMUM NUMBER OF TEAMS FOR FEAR OF BEING FORCED TO SPLIT LEAGUE UP?

THAT WOULD STOP THE EARLY BASE LEAVING, BUT ONLY DO IT AT THE MAJORS LEVEL, KIDS ARE ADVANCED ENOUGH TO KNOW WHEN TO GO AND WHEN ITS TOO EARLY.

DOES THAT AFFECT US, I DONT THINK SO. EVEN IF WE WANTED TO WE DONT HAVE THE FIELDS TO FORM A 4-5 AGE BRACKET

I like it as long as you limit kid pitch (minors) to 12 players. It also minimizes parent complaints. We also do free substituion which makes it nice so kids can come in and out on D every other inning. 2. If we continue to water down the talent we'll continue to lose the best players tpo travel ball and LL will be strictly a rec league. Maybe that's what they want? 3. Crash, you may have hit rock bottom. Kenny is questioning your ability as a coach. This is a man who has only experienced Art Dominguez and John Fortado as coaches for Zack. By his post I would say that you rate 3rd on the list. You do have a website though. Redeem yourself Crash, show these Ranger parents that you can be mean.......it wouldn't hurt to win more either. You're off to a good start, not letting the rest of the "family" vote on the gray uniforms was a sign of a true dictator. I love it.
